51130 is the shock-equipped version of Rough Country's 2 inch Super Duty leveling kit: the same bolt-on front lift for 1999–2004 Ford F-250 and F-350 Super Duty 4WD, with two pairs of application-valved N3 shocks added to the box. V-8 gas trucks, duallys, and anything built before 3/01/1999 are excluded.
What separates 51130 from the plain 2 inch kit is the damping: alongside the leveling hardware for 1999–2004 Ford F-250 and F-350 Super Duty 4WD, the box carries two pairs of N3 shocks, valved by Rough Country for this application on and off pavement. Fitment covers XL, XLT, Lariat, King Ranch, and Harley-Davidson Edition trucks. The same three gates apply as on the shockless kit — no V-8 gas engines, no duallys, nothing built before 3/01/1999.
