Fog lights: low, wide and cut off at the top
A fog light is not a small driving light. It is defined by a beam that is wide, flat and sharply cut off along the top edge, mounted low so it lights the road under the fog rather than illuminating the fog itself.
That cutoff is the whole product. Point a spot beam into fog, snow or heavy dust and it reflects straight back as a white wall. A proper fog beam stays under it and shows you the verge and the lane markings. Selective yellow reduces the scatter further, which is why rally cars have run it for decades and why it is coming back.

SAE compliance and mounting height
Fog lights are one of the few auxiliary lights regulated on beam shape rather than just on output, and an SAE-compliant fog lamp is what keeps you legal and useful. A light sold as off-road-only will not have the cutoff.
